Colleen is the Program Director for Governance and Innovation Policy and a Postdoctoral Fellow at the Smart Prosperity Institute. Colleen focuses on advancing agile governance approaches and regulatory innovation to drive clean innovation and growth with applications in varying fields, including sustainable finance and low-carbon energy systems. Before joining the Institute in 2020, they worked as an environmental consultant and as a teaching assistant and research assistant at York University. Colleen’s research and policy interests include polycentric approaches to climate change governance, agile regulation, competition and inclusive growth, and anticipatory governance regimes for low-carbon and circular transitions. Colleen holds a Ph.D. in Environmental Studies from York University, an MSc in Environmental Policy and Regulation from the London School of Economics, and an Ontario Graduate Certificate in Green Business Management.
