Katharine Mullock is an economist with over a decade of experience advising governments on skill and labour maket policy, including roles at Canada’s Department of Finance and at the Organisation for Economic Cooperation and Development (OECD). Building on this policy background, she is now pursuing PhD research at the University of Ottawa’s Institute of the Environment, where she examines the system-wide conditions needed to support a transition to a circular economy. As part of this research, she investigates the labour and skill implications of adopting circular approaches in Canada's mining sector. She holds a Master’s degree in Economics from the University of British Columbia.
