Strategies for Carbon Pricing Success
As Canada grapples with the difficult politics of carbon pricing, what can we learn from U.S. and EU experiences? This talk will identify a set of principles that have facilitated the political success or failure of different carbon pricing policies, including in the U.S., the EU, and Canada.

Leigh Raymond is a Professor of Political Science at Purdue University and the Fulbright Research Chair in the Sustainable Economy at the University of Ottawa for fall 2018. He received his Ph.D. in Environmental Science, Policy, and Management from U.C. Berkeley, and a B.A. in Philosophy from Yale University. Dr. Raymond’s research focuses on market-based environmental policies, including emissions trading policies to address climate change, most recently in his 2016 book Reclaiming the Atmospheric Commons from MIT Press. He has also done research on a wide range of other environmental policy areas, including energy conservation, environmental risk management, renewable fuels, conservation tillage, and biodiversity protection on private lands.
